Deletion Flag for a Functional Location

Even when we have set a Deletion flag for a Functional Location, it allows us to install Equipment in it. Our requirement is that the System should disallow it.

Is it a standard functionality of SAP?

Yes it is.

This could be blocked by using a user status.
