How can I assign production order without material to standard production order in rework scenario?

If you are trying to assign the rework order as the initial order so that all the rework order cost would be captured to the initial order, then I suggest the following:

Assign your rework order to the initial order by entering the initial order to the rework order at the “settlement rule” (header). The category should be ORD (order). This should be followed by the order number and the percentage of the cost absorbed by the initial order.
