Is there any way to restrict that material movement from completion confirmation settings?

I have had some luck doing this sort of thing using SHD0 that creates a transaction variant. You can hide and make fields mandatory as well as menu and toolbar buttons.
I tried your scenario in IW41 and successfully removed the “Goods Movement” button and the menu path.
It is not a hard thing to learn just run through the standard transaction process and when “enter” is selected a screen appears with all the fields on that screen. All you do is tick boxes.
To do the menus select 
and deactivate what you want.
When you save it you will be asked for a customising package and create a Workbench transport.
The last and most important thing is to activate the variant.
You do this by selecting
